Repeals sections 20-224.06 and 20-224.07 relating to insurance premium tax credits for school tuition organizations (STOs).

Repeals section 43-1089 (individual income tax credit for contributions to STOs) and removes references to STO credits from sections 43-401 and 43-1021.

Repeals sections 43-1183 and 43-1184 (corporate income tax credits for STO contributions) and removes the deduction for STO contributions from section 43-1121.

Repeals Title 43, chapters 15 and 16 of Arizona Revised Statutes in their entirety.

Requires a two-thirds affirmative vote in both legislative houses for enactment and immediate effectiveness upon gubernatorial signature, or three-fourths vote to override a gubernatorial veto.
