Amends Arizona Revised Statutes section 11-1610 to add a new exemption to county regulations.

Allows counties to exempt design-build projects from regulatory requirements if the applicant requests the exemption and the county agrees.

If the county and applicant do not agree to an exemption, all regulatory requirements of the article apply to the design-build project.

Makes grammatical corrections to existing exemption language, changing "they are" to "it is" and "that relates" to "relating."
