Amends Arizona Revised Statutes section 28-3511 to add a new grounds for vehicle impoundment: when a person is driving without compliance with financial responsibility (insurance) requirements under chapter 9, article 4.

Peace officers may impound or immobilize a vehicle if they confirm through the department's computer system that there is a notice of valid insurance cancellation or nonrenewal, or that the vehicle is not registered for operation.

Provides exceptions allowing drivers to avoid impoundment by presenting either a letter from their insurance carrier dated after any cancellation/nonrenewal date or a current motor vehicle insurance identification card.

Requires that for impoundment under the insurance provision, the peace officer must first verify through the department's computer system that insurance has lapsed before taking action.
