Amends section 32-1207 to clarify that licensees, certificate holders, or applicants bear the cost of physical, psychological, psychiatric, and competency evaluations ordered by the board.

Adds a six-year statute of limitations to section 32-1263.02, prohibiting the board from acting on complaints alleging unprofessional conduct or violations of dental practice laws if the alleged violation occurred more than six years before the complaint is received, except for medical malpractice settlements or judgments.

Defines "record of complaint" in section 32-1207 as the document reflecting the final disposition of a complaint or investigation, clarifying existing confidentiality rules for different types of board actions.
