Prohibits tanning facility operators and employees from allowing persons under 18 years of age to use tanning devices.

Requires customers to present photo identification issued by the U.S. government or a state/tribal government to prove they are at least 18 years old before using a tanning facility.

Requires tanning facilities to post conspicuous signage stating that it is unlawful to allow minors to use tanning devices.

Mandates tanning facilities maintain customer records for at least two years after last use, including customer name, age, date/time of use, duration of use, and any known injuries or illnesses resulting from device use.

Restricts advertising and promotional materials to only state that tanning devices are for cosmetic use, and prohibits claims that tanning is safe, risk-free, or provides medical or health benefits.
