Establishes the state board of chiropractic examiners consisting of three licensed chiropractors and two consumer members appointed by the governor for five-year terms beginning and ending on July 1.

Requires each board member to be an Arizona resident, with licensed chiropractors having at least three years of practice experience in the state.

Removes the requirement that no two chiropractic members graduate from the same school or college of chiropractic.

Prohibits board members from serving as agents, employees, or contractors for insurance companies, though licensed chiropractor members may receive compensation from insurance companies for patient care under insurance policies.

Grants board members personal immunity from civil liability for actions taken in good faith within their authority under the chapter.
