Creates the Arizona Election and Ethics Commission with six members appointed by the governor, state officers, and legislative leaders to serve four-year terms beginning the third Monday in January.

Transfers campaign finance enforcement duties from the secretary of state to the commission beginning in 2014, including investigation and enforcement of violations related to political committees, ballot measures, and candidate campaigns.

Grants the commission authority to investigate ethics complaints against candidates for state office and elected officials, issue advisory opinions on campaign finance and ethics laws, conduct hearings, and impose civil penalties up to $5,000 for violations.

Excludes from the commission's jurisdiction investigations involving election conduct results, legislative qualification disputes, and judicial officer conduct, while requiring the attorney general to enforce campaign finance and ethics laws through civil and criminal actions.

Establishes a sunset provision terminating the commission on July 1, 2024, with the statutory article repealed on January 1, 2025.
