Requires county recorders to register voters using federal voter registration forms that comply with the National Voter Registration Act of 1993 (P.L. 103-31; 42 U.S.C. § 1973gg-7(a)(2)).

Prohibits county recorders from requiring additional information or documentation beyond what is mandated by the National Voter Registration Act as a condition of voter registration.

Applies to voter registration and to changes in voter registration between counties.

Becomes effective only upon affirmative vote of at least three-fourths of the members of each house of the Arizona legislature.
