Adds Article 7 to Arizona Revised Statutes Title 23, Chapter 8, establishing rules for representation expenses charged by labor organizations to nonunion employees.

Allows labor contracts to require nonunion employees in a collective bargaining unit to reimburse the labor organization for actual costs of grievance representation, capped at the amount of member dues during the most recent contract period.

Permits nonunion employees to repay representation costs through monthly installments equal to normal monthly membership dues.

Allows labor organizations to sue in court for unpaid representation costs if an employee fails to begin reimbursement within 30 days after final grievance decision.

Protects nonunion employees' right to represent themselves or hire their own attorney in grievance proceedings and prohibits employment discrimination for failure to reimburse representation costs.
