Establishes the Public Employee Bargaining Act by adding Article 7 to Title 23, Chapter 8, creating a comprehensive framework for collective bargaining between public employers and public employees in Arizona.

Creates a Public Employee Labor Relations Board consisting of three members appointed by the governor to oversee representation elections, certify exclusive representatives, hear complaints of prohibited practices, and enforce the collective bargaining provisions.

Authorizes public employees to form labor organizations and bargain collectively on wages, hours, and terms and conditions of employment, while prohibiting strikes, lockouts, and home picketing by both employers and employees.

Requires payroll deductions of union membership dues as a mandatory subject of bargaining and establishes grievance procedures with final binding arbitration for disputes over employment terms.

Terminates the Public Employee Labor Relations Board on July 1, 2023, and repeals the entire Public Employee Bargaining Act on January 1, 2024, creating a sunset provision for the legislation.
