Establishes a "meet and confer" process between state departments and employee organizations with at least 1,000 members to discuss hours, wages, benefits, and terms and conditions of employment.

Requires state departments to allow employees to join employee organizations and meet with qualifying organizations at least once every two years, or more frequently upon request.

Prohibits department employees and organizations from engaging in sickouts, work slowdowns, strikes, or other actions that disrupt service delivery.

Allows either party to request voluntary mediation if agreement is not reached after reasonable meet and confer period, with a neutral mediator facilitating discussions.

Requires any agreements reached to be submitted to the governor for final approval, subject to all applicable statutory limitations, with the governor's decision being binding.
