Establishes the G.I. Bill Tuition Gap Program administered by the Commission for Postsecondary Education, effective fall semester 2014, to provide tuition assistance to qualifying military veterans when federal Post-9/11 G.I. Bill benefits are exhausted.

Defines qualifying military veterans as those with in-state tuition eligibility, accepted into an associate's or bachelor's degree program, and qualified for the federal Post-9/11 Veterans Educational Assistance Act of 2008.

Requires institutions to award grants annually, distribute funds quarterly or by semester, and limit administrative costs to 3 percent, with grant amounts in subsequent years not exceeding first-year amounts.

Limits individual grant eligibility to the earlier of completion of an associate's or bachelor's degree or 12 months from initial grant receipt; grants may only be used for tuition at Arizona institutions of higher education.

Appropriates $250,000 from the state general fund in fiscal year 2013-2014 to the Commission for Postsecondary Education and terminates the program on July 1, 2023.
