• Establishes the Arizona Health Insurance Exchange as a marketplace for qualified individuals and small employers to purchase qualified health plans, with operations beginning by January 1, 2015.

• Creates a 9-member Arizona Health Insurance Exchange Board consisting of the directors of the Department of Insurance and Arizona Health Care Cost Containment System Administration, plus 7 appointed members with expertise in health benefits, finance, healthcare delivery, enrollment, patient advocacy, and actuarial science.

• Requires health insurers offering plans through the exchange to meet certification standards including providing essential health benefits, cost-sharing limits, transparency in claims and pricing practices, and offering at least silver and gold level coverage plans.

• Establishes the Arizona Health Insurance Exchange Fund to support operations through federal planning grants and assessments or user fees charged to health carriers beginning January 1, 2015.

• Creates a Navigator Program to educate the public about qualified health plans, distribute information about enrollment and tax credits, facilitate enrollment, and provide culturally and linguistically appropriate assistance to enrollees.
