• Allows applicants to use medical expenses from family unit members incurred during a three-month period (month before application, month of application, and following month) to reduce income to the required level.

• Grants eligibility for five continuous months plus any remaining days from the date spend down is met or the first day of application month, whichever is later, not exceeding six months total.

• Exempts the AHCCCS administration from standard rule-making requirements under Arizona law for one year following the bill's effective date.
