• Transfers authority and responsibilities of the Arizona English Language Learners Task Force to the State Board of Education, effective retroactively from December 31, 2012.

• Repeals sections 15-701.02, 15-744, and 15-747 of Arizona Revised Statutes and amends graduation and assessment requirements for high school pupils.

• Modifies English language learner program requirements by having the State Board of Education develop or adopt research-based structured English immersion models previously created by the task force.

• Establishes procedures for school districts and charter schools to submit budget requests for the Arizona Structured English Immersion Fund, with funding limited to incremental costs offset by federal and state ELL-designated monies.

• Continues the statewide compensatory instruction fund for English language learners and previously reclassified students, with school districts and charter schools required to submit annual budget requests by July 15.
