Increases the base level funding increase for school districts and charter schools that provide 200 days of instruction from 5% to 8%.

Allows individual schools within a district and individual charter schools operated by a charter holder to independently elect to offer 200 days of instruction and receive the funding increase.

Requires schools electing 200-day calendars to submit notice to the Department of Education by November 1 and obtain approval before the fiscal year begins.

Schools must increase annual instructional hours by 10% to qualify for the base level increase and ensure the last day of instruction occurs before June 30.

For fiscal year 2013-2014 only, schools can receive the 8% increase only if they previously obtained approval by November 1, 2012, and are approved again for that year; otherwise they receive only 5%.
