Removes quorum requirement for board hearings and allows special meetings as determined by the chairman for private investigator and security guard licensing boards.

Adds insurance brokers/producers to exemptions from private investigator licensing requirements and clarifies exemption for persons certified or registered by the supreme court.

Creates new grounds for disciplinary action against private investigators and security guards, including arrest for disqualifying offenses and failure to maintain required qualifications under sections 32-2422, 32-2441, 32-2612, and 32-2622.

Requires private investigators and qualifying parties to notify their employer agency within 48 hours of arrest, with the employer agency required to notify the department within 24 hours.

Adds liability insurance requirements for security guard agency licenses and qualifying parties, enforced as disciplinary ground for failure to maintain coverage.
