Amends Arizona Revised Statutes section 28-884 to clarify parking regulations for persons with physical disabilities.

Prohibits parking in designated disabled spaces unless the vehicle displays a valid permanently or temporarily disabled placard or international symbol of access special plates.

Allows a person chauffeuring someone with a physical disability to park momentarily in a disabled space for loading or unloading purposes without a placard or special plates, provided no complaint is issued.

Specifies that the disabled parking permit must be currently registered to the vehicle if using international symbol of access special plates.
