Amends Arizona Revised Statutes Section 28-735 regarding motor vehicle overtaking of bicycles.

Requires motor vehicle drivers to maintain a safe distance of at least 3 feet when passing bicycles traveling in the same direction.

Imposes civil penalties of up to $500 for violations resulting in serious physical injury, and up to $1,000 for violations resulting in death.

Exempts violations from penalty provisions if a bicyclist is injured in a vehicular traffic lane when a designated bicycle lane or path is available and passable.
