Requires written reports from investigating officers to call for sufficiently detailed information about traffic accidents including cause, existing conditions, and persons and vehicles involved.

Specifies that accident reports must be made on department-approved forms containing all required information unless unavailable.

Requires the Department to modify the written accident report form in conjunction with state and local law enforcement agencies, engineering agencies, and emergency medical service organizations.
