Amends Arizona Revised Statutes section 13-3974 regarding exoneration of appearance bonds to change surety liability from discretionary ("may") to mandatory ("shall").

Establishes three conditions under which a surety shall be relieved from liability on an appearance bond: (1) surrendering the defendant to the sheriff before the court appearance date; (2) defendant already in sheriff's custody with affidavit of surrender filed; or (3) defendant transferred to another government agency before release to surety, preventing court appearance.

Requires sureties relieved of liability under the third condition to return premiums and collateral to bond guarantors, and requires the clerk to return any deposited money.

Exempts the third condition from applying if a detainer was placed on the defendant before the bond was posted or if the release or transfer to another agency is for 24 hours or less.
