Prohibits persons claiming to represent national or international organizations, groups, or bodies from remaining inside the 75-foot limit around polling places while polls are open, subject to the same restrictions as other non-voters.

Allows foreign observers to access counting centers for election observation only on the same basis and with no greater access than members of the public.

Maintains existing restrictions on election officials, appointed political party representatives, and authorized challengers who may remain within the 75-foot polling place limit.

Requires that any person within the 75-foot limit at a polling place comply with prohibitions on wearing, carrying, or displaying materials supporting or opposing candidates, parties, or ballot measures.

Clarifies that violations of the 75-foot limit restrictions are classified as class 2 misdemeanors.
