Amends Arizona Revised Statutes Title 12, Chapter 1, Article 1 by adding section 12-119.06 regarding attorney licensing authority and requirements.

Grants the Arizona Supreme Court authority to license attorneys for the practice of law in the state and to adopt rules governing licensure.

Requires the Supreme Court to establish rules for minimum qualifications for licensure, testing requirements, background investigations, attorney discipline, and disbarment.

Prohibits requiring attorneys to be members of any organization as a condition of becoming or remaining licensed to practice law in Arizona.
