Amends Arizona Revised Statutes section 36-1606 to classify violations of regulations relating to the use of permissible consumer fireworks within a county or incorporated city or town as petty offenses.

Maintains state preemption over consumer fireworks regulation while allowing incorporated cities and towns to regulate fireworks use within their corporate limits.

Allows counties to regulate permissible consumer fireworks use in unincorporated areas during times of reasonable wildfire risk.

Prohibits governing bodies from permitting or authorizing the sale, use, or possession of fireworks in violation of state law.
