Repeals subsection D of Arizona Revised Statutes section 28-3153, which previously required proof of legal presence in the United States to obtain or renew a driver license or nonoperating identification license.

Removes the requirement that the department verify an applicant's authorized presence in the United States under federal law before issuing driver licenses.

Eliminates restrictions on accepting driver licenses from other states as primary identification based on federal lawful presence requirements.

Removes rules requiring procedures for verification of applicant status and issuance of temporary driver permits pending U.S. presence verification.
