Amends Arizona Revised Statutes Section 15-910 regarding school district budgets and utility cost expenditures

Modifies refund provisions for utility costs and energy rebates to require school districts to apply 50% of refunds or rebates (after deducting associated costs) against current year utility expenditures

Specifies that refund reductions cannot exceed the amount of actual utility expenditures for each object code in a fiscal year

Maintains existing provisions for school district budgeting authority related to excess utility costs, desegregation expenses, tuition costs, and warrant registration interest
