Amends Arizona Revised Statutes section 4-111 to modify the State Liquor Board membership composition from its current structure.

Adds a requirement that one board member shall represent incorporated cities and towns, expanding the board's representation to include municipal interests.

Maintains the seven-member board requirement with existing qualifications: five members with no financial interest in liquor businesses, two members engaged in the liquor industry (at least one a retail licensee), and one member from a neighborhood association.

Allows current board members serving on the effective date of the act to continue serving until their terms expire; subsequent appointments must follow the new statutory requirements.

Makes clarifying language changes to the statute, including replacing "not less than" with "at least" and updating grammatical references throughout section 4-111.
