Amends Arizona Revised Statutes sections 15-102 and 15-711 to establish parental notification and opt-out procedures for sex education curricula in school districts.

Requires school districts to provide written permission from parents before pupils can participate in sex education instruction, and mandates advance notification and withdrawal opportunities for any sexuality-related instruction outside formal sex education curricula.

Establishes that all school districts offering sex education must provide medically accurate and comprehensive instruction, including instruction on laws relating to sexual conduct with minors for grades 7-12.

Defines "comprehensive" sex education as evidence-based programs covering age-appropriate information on human development, healthy relationships, decision-making, abstinence, contraception, and disease prevention from middle school through grade 12.

Requires school districts to notify parents of their right to withdraw children from sex education instruction and provides the Department of Education authority to assist districts with curriculum development and teacher training upon request.
