Prohibits Arizona state agencies, counties, cities, school districts, and other political subdivisions from claiming or accepting any incentive or subsidy from public utilities for implementing or using solar or wind energy devices.

Prohibits political subdivisions from participating in any incentive program offered by a public utility for solar or wind energy implementation or use.

Defines "state" to include any Arizona state department, board, commission, institution, or other agency, as well as universities under the jurisdiction of the Arizona Board of Regents.
