Allows Arizona cities and towns to establish an approval voting system for primary or first elections through ordinance.

Permits voters to vote for as many candidates as they choose to approve for a single office, rather than selecting only one candidate.

Requires the two candidates receiving the highest and second-highest vote totals to advance to the general or runoff election, regardless of whether either candidate achieved a majority.

Mandates that ballots and voting materials clearly inform voters that they may vote for multiple candidates and that the top two vote-getters will advance.

Does not require cities or towns to adopt approval voting but allows charter amendments if necessary to implement the system through local ordinance.
