AZ HB2520

Requires each state budget unit to submit to the Legislature by September 1 annually a summary of all monies spent or passed through during the preceding fiscal year and estimates for the current fiscal year.

Mandates the budget summary be organized by major product and service categories with unit costs for each individual product and service, totaling the overall spending or projected spending amounts.

Imposes a penalty reducing the appropriation of any budget unit failing to submit the required summary by at least 10 percent of the allocation for the preceding fiscal year.

Excludes the Arizona Board of Regents and universities under its jurisdiction from the budget submission requirements.
