Amends Arizona Revised Statutes Section 28-302 to add a tribal government representative to the state transportation board.

The board continues to consist of one member from each transportation district with a population under 2.2 million and two members from each district with 2.2 million or more residents.

A representative of a tribal government is added as an additional board member, appointed by the governor.

Exempts the tribal representative from the requirement of being a resident and taxpayer of Arizona and their county for at least five years before appointment.

The tribal representative is eligible to receive compensation under Arizona Revised Statutes Section 38-611, the same as other board members.
