Requires parents of students with empowerment scholarship accounts to annually have their student take a nationally standardized norm-referenced achievement test, advanced placement examination, or college/university admission exam.

Directs the Department of Education to publish a list of approved achievement tests and annually report graduation rates for empowerment scholarship account students on its website.

Exempts students with individualized education programs (IEPs) from testing requirements unless their disability is classified as developmental delay, emotional disability, mild intellectual disability, specific learning disability, speech/language impairment, or other health impairment.

Requires the Department of Education to conduct or contract for an annual survey measuring parent satisfaction with empowerment scholarship accounts.

Allows students who previously qualified for empowerment scholarship accounts to remain eligible for renewal until high school completion, despite subsequent changes to their multidisciplinary evaluation team plan.
