Prohibits the Arizona Corporation Commission from regulating voice over internet protocol (VoIP) services and internet protocol enabled services, including their entry, exit, rates, terms, and conditions.

Preserves the Commission's jurisdiction over intrastate switched access rates and intercarrier compensation implementation under federal law.

Preserves the Commission's authority to assess 911 emergency service taxes and universal service fees on these services.

Does not affect entities' obligations under the federal Communications Act sections 251 and 252 regarding telecommunications interconnection requirements.

Defines "voice over internet protocol service" as real-time two-way voice communication using internet protocol over broadband that can connect to and from the public switched telephone network.
