Modifies section 15-1409 Arizona Revised Statutes to change reimbursement requirements for counties with provisional community college districts regarding nonresident state student attendance.

Counties must continue reimbursement payments to community college districts until the provisional district adopts a "qualifying levy" equal to the sum of prior reimbursement payments and community college service costs.

Defines "nonqualifying levy" as any levy supporting the provisional district that is less than the qualifying levy amount, with reductions in reimbursement shared proportionately among affected community college districts.

Establishes a study committee on provisional community college districts with 6 legislators and representatives from community college and provisional districts to research financing and funding options, with report due December 31, 2013.

Provides transition relief allowing provisional community college districts formed before the act's effective date two years to adopt a qualifying levy before resuming nonresident tuition reimbursement obligations.
