Amends the definition of "district" in the Arizona Revised Statutes to replace "which" with "that" for grammatical consistency.

Adds financing or refinancing of the state's proportionate share of costs for Hoover visitor facilities and air slots at Hoover Dam as an authorized project under the state water and power plan.

Clarifies that the Arizona Power Authority may pledge contracts and rights related to the Hoover power plant modifications, uprating projects, visitor facilities, and air slots as security for bonds or notes issued under this article.

Updates language in section 45-1707 regarding bond issuance to clarify acquisition of interests and capacity rights in water and power projects.

Makes technical corrections to statutory language replacing "upon" with "on" and correcting references to title 30, chapter 1.
