Amends Arizona Revised Statutes section 28-2414 regarding the design and issuance of veteran special license plates.

Allows veterans and immediate family members of veterans to request designation of "disabled" on their plates if they provide a U.S. Department of Veterans Affairs certificate showing service-connected disability.

Permits applicants to display the branch of military service on the right side of the plate upon request.

Maintains existing plate design requirements including red, white and blue colors, American flag in center, and "veteran" designation at bottom.

Preserves fee structure of $25 for original and renewal plates, with $8 going to special plate administration and $17 to the veterans' donations fund.
