Amends Arizona Revised Statutes Section 35-188 regarding setoffs against the state in legal actions.

Changes hyphenated term "set-off" to single word "setoff" for consistency with modern terminology.

Changes pronoun "which" to "that" when referring to vouchers that a defendant could not produce to the department of administration.

Allows a debt as a setoff only when the defendant proves at trial they had vouchers they could not produce to the department, or were prevented from exhibiting the claim due to absence from state, sickness, or unavoidable accident.

Requires all setoff claims against the state to be exhibited to and allowed or disallowed by the director of the department of administration.
