Allows bail bond agents to charge fees for recovering defendants based on written agreement with the indemnitor before posting a surety bond, and permits renewal fees not exceeding the original premium on a prorated monthly basis.

Clarifies that bail bond agents are not required to refund premiums or fees if the surety returns the defendant to custody for violating release conditions set by a judge.
