Amends Arizona Revised Statutes Title 48, Chapter 19, Article 1 by adding section 48-2917.01 regarding irrigation and water conservation districts.

Applies only to districts established in counties with populations exceeding 200,000 persons that have the Colorado River as a boundary.

Redefines "land" or "real property" to include all real property regardless of use or designation, removing the limitation to agricultural land only.

Expands the definition of property ownership requirements for voting, holding office, signing petitions (formation, dissolution, boundary change, or recall), and performing other district functions.
