Amends Arizona Revised Statutes Section 13-3108 to establish state preemption over local firearm regulations, prohibiting political subdivisions from enacting ordinances or rules relating to transportation, possession, carrying, sale, transfer, purchase, acquisition, gift, devise, storage, licensing, registration, discharge or use of firearms and ammunition.

Prohibits political subdivisions from requiring licensing, registration, or maintaining records of firearm owners, purchasers, or transfers (except in law enforcement investigations involving federally licensed dealers) and from requiring records of weapons left in temporary storage at public establishments.

Voids any existing or future local ordinances or rules that are more restrictive or have greater penalties than state law regarding firearms, effective July 29, 2010.

Provides limited exceptions allowing political subdivisions to impose general sales taxes on firearms, restrict minors from carrying firearms in public, regulate firearms businesses as commercial property, and limit firearm discharge in parks and preserves under specific conditions including hunting areas and nuisance wildlife control.

Adds new exception allowing political subdivisions to limit or prohibit possession or use of firearms on property owned or controlled by the political subdivision.
