Creates four new criminal offenses related to graffiti implements for minors: unlawful possession by minors (class 1 misdemeanor), illegal obtaining through age misrepresentation (class 1 misdemeanor) or solicitation (class 3 misdemeanor), selling/distributing to minors (class 1 misdemeanor with minimum $500 fine), and improper storage/display by businesses (civil penalty of at least $500).

Defines "graffiti implement" to include aerosol paint containers, broad-tipped markers, paint markers, etching tools, or solutions that could be used for criminal damage or graffiti offenses.

Establishes that minors may possess graffiti implements only under immediate adult supervision (parent, guardian, employer, teacher) for lawful purposes, with exceptions for lawful transfers between these relationships.

Requires sellers to verify age by examining identification and determining the person is at least 18 years old; provides defense if proper identification procedures are documented.

Authorizes law enforcement to use decoy minors (ages 15-17) to test compliance with graffiti implement sales restrictions, and mandates driver's license suspension until age 18 for violations of the new graffiti implement statutes or criminal damage involving graffiti.
