Prohibits Arizona state government and political subdivisions from providing material support for or implementing sections 1021 and 1022 of the National Defense Authorization Act of 2012, which authorize military detention of U.S. citizens without trial.

Requires the director of the Department of Public Safety or county sheriffs to report to the governor and legislature any federal attempts to secure implementation of the NDAA sections through state operations.

Prohibits Arizona and its political subdivisions from recognizing the United Nations Rio Declaration on Environment and Development or related UN agreements as legal authority within the state.

Bars Arizona from expending funds on, joining, contracting with, or providing aid to organizations that espouse usurping or overthrowing the U.S. Constitution for the purpose of implementing UN environmental declarations.

Legislature finds sections 1021 and 1022 of the 2012 NDAA violate constitutional protections including habeas corpus rights, due process, jury trial rights, and protections against unreasonable seizures.
