• Removes the annual aggregate contribution limit ($5,610) that previously applied to individual contributors across all state and local candidates and committees.

• Adds provisions allowing participating legislative candidates in one-party-dominant districts to reallocate funding from the general election period to the primary election period by receiving an extra 50% of the primary election spending limit.

• Modifies officeholder expense account rules to require remaining funds be returned to the citizens clean elections commission 60 days before the primary election, rather than being retained or transferred.
