Creates Chapter 7 of Title 1, Arizona Revised Statutes establishing rules for Arizona delegates to an Article V constitutional convention.

Prohibits delegates from voting to allow consideration of or approve any "unauthorized amendment" (proposed amendments outside the subject matter of the Article V application or legislative instructions).

Requires each delegate to take an oath affirming they will uphold the U.S. and Arizona constitutions and will not vote for unauthorized amendments; violation is classified as a Class 2 misdemeanor.

Authorizes immediate recall and replacement of delegates who violate these provisions with designated alternates, with certification of all delegate selections, replacements, and nullified votes to be provided to the convention.

Declares the act an emergency measure effective immediately upon passage.
