Exempts from public disclosure any federal risk assessments performed to evaluate vulnerability of critical energy, water, or telecommunications infrastructure to sabotage or attack.

Makes critical energy infrastructure information and critical infrastructure information (including cybersecurity information) exempt from inspection, copying, or disclosure under state and local public records laws.

Protects applicable privileges or protections against disclosure when critical infrastructure information is shared with state agencies, local governments, or other state instrumentalities, such as trade secret protections.

Defines "critical energy infrastructure information" by reference to 18 Code of Federal Regulations section 388.113 and "critical infrastructure" by reference to 42 United States Code section 5195c.

Defines "local government" to include counties, cities, towns, special districts, political subdivisions, joint powers agencies, and state educational institutions.
