Requires cities and towns to review all department regulations at least every five years and submit written reports to the governing body analyzing effectiveness, statutory authorization, consistency with other regulations, and clarity.

Requires counties to conduct the same five-year regulatory reviews of all department regulations with reports submitted to the board of supervisors for approval.

Allows city, county, and district governing bodies to require departments to amend or repeal regulations found to be materially flawed within six months of the review meeting.

Reduces the maximum expiration date for new legislative programs from ten years to five years after the enabling legislation's effective date.

Applies the same five-year regulatory review requirement to special districts, with reports submitted to the district's board of review for approval.
