Amends Arizona Revised Statutes section 13-3108 to prohibit political subdivisions from requiring or maintaining records of firearms in temporary storage at public establishments or events, except that operators may require government-issued identification solely for establishing ownership, which must be returned when the weapon is retrieved.

Expands the prohibition on record-keeping to include identifying information of persons who purchase, sell, or transfer firearms outside of federally licensed firearms dealer transactions, except during law enforcement investigations.

Adds "make or model" to the list of weapon descriptions that political subdivisions cannot record when weapons are left in temporary storage at public establishments or events.

Clarifies that any political subdivision records or ordinances relating to firearms that are more restrictive than state law are null and void, with an effective date of July 29, 2010.
