Amends Arizona Revised Statutes to allow municipalities to create renewable energy and conservation improvement districts to finance energy efficiency, renewable energy, and water conservation improvements on real property.

Districts may only include property owners who voluntarily enter into written agreements with the district; property owners consent to special assessments that create a lien on their property to finance improvements.

Assessments constitute a first lien on property (subject only to general taxes and prior special assessments) and are collected using the same procedures as general property taxes, including delinquent collection and property sale procedures.

Districts have powers to enter contracts, levy assessments, issue special assessment lien bonds, employ staff, and accept gifts or grants; district board members consist of the municipality's governing body and receive no compensation.

Applies to real property other than residential structures with fewer than five dwelling units; two or more municipalities may jointly form a multijurisdictional district.
