Creates a new criminal offense making it unlawful to confine egg-laying hens to living spaces that do not allow them to fully extend their limbs without touching the sides of the cage, crate, or similar structure.

Violation of the confinement requirement is classified as a class 1 misdemeanor.

Exempts confinement of egg-laying hens for purposes of transportation, slaughter, or veterinary care from the unlawful confinement prohibition.

Provides a transition period allowing persons already using prohibited confinement methods as of the bill's effective date to continue those practices until January 1, 2017.
